Speeding Road Construction: Efficient Contract Design Can Lead to Faster Repairs, Fewer Delays, and Lower Commuter Costs

چکیده
Residents of Minnesota often joke that the state has two seasons, winter and road construction. The joke has more than a grain of truth: Harsh winters take a high toll on our state’s highways, and the warm months are consequently filled with an intense burst of road construction and repair. This second season also exacts a high toll, and the price is paid by Minnesota motorists who suffer painful delays as lanes are closed, stretches of highway are shut down, and detours are endured. The delays not only cause stress and frustration, they also rob commuters of time that could be spent on other things, such as work or leisure activities with family and friends. Economists refer to the cost of such delays as “user costs.” Careful empirical research by the Minnesota Department of Transportation (MnDOT) computes the individual user cost of construction delays at $12 per hour, which is approximately half the mean hourly wage in Minnesota.1 These user costs can mount quickly. Suppose, for example, that MnDOT awards a $1 million contract for repair of Interstate 35W and gives the contractor 15 days to complete the

متن کاملOptimal Forest Road Density Based on Skidding and Road Construction Costs in Iranian Caspian Forests
Information on the productivity, costs and applications of the logging system is a key component in the evaluation of management plans for the rehabilitation and utilization of Caspian forests. Skidding and road construction costs are expensive forest operations. Determining the optimum forest road network density is one of the most important factors in sustainable forest management. Logging me...
متن کاملPlanning road network in mountain forests using GIS and Analytic Hierarchical Process (AHP)
Forest road construction is the most costly operation in forestry. Road designing and construction in unsuitable areas may increase construction and maintenance costs and also cause many environmental impacts. Therefore, it is required to pay more attention to forest road design. In this research, we tried to introduce an appropriate method for locating forest roads using GIS and AHP simultaneo...
متن کاملStudies of Road Infrastructure Requirements for Small Innovative Vehicles
Phase 1 of this study of the road infrastructure requirements for small innovative passenger vehicles sought to scope the benefits and costs associated with the introduction of such vehicles. It also sought to identify the ways vehicles might be introduced and the road modifications that might be required or desired if such vehicles were to appear in vehicle fleets. Two small vehicles were cons...
متن کاملAssessing Social Costs of Inefficient Procurement Design∗
This paper considers the social costs implied by inefficient allocation of contracts in a first price, sealed bid procurement auction with asymmetric bidders. We adopt a constrained (piecewise linear) strategy equilibrium concept and estimate the structural parameters of the bidders’ distribution of costs. We estimate social costs defined as the predicted cost difference between the winning fir...
